Background:
The Petroleum Industries Bill has been under consideration at the National Assembly for more than a year, amidst controversy over its commercial provisions and a great deal of lobbying from interested parties. There has been only limited public debate and a great deal of confusion because of the differing versions of the bill in circulation.
