A transformative agenda for Niger Delta's development

What should be the agenda of the new administration of President Goodluck Jonathan for the Niger Delta? To structurally transform the economy of the region, create jobs and eradicate the high level of poverty, the President should fashion out a transformative development agenda for the region. 

Although previous governments, since the dawn of civilian rule in 1999, have correctly identified the Niger Delta as an area that requires special focus given the developmental challenges facing the region, resulting in the establishment of the Niger Delta Development Commission (NDDC) and the Ministry of Niger Delta, their approach thus far is unlikely to lead to structural transformation of the region's economy and societies. In some cases, it will reinforce the entrapment of the people of the region in poverty.
