Breaking news - Risks of election violence escalate in Delta StateHuman rights groups are concerned that political violence in Delta State for National Assembly elections April 2nd could rival levels last seen in the crisis which engulfed the key oil producing area in 2003. This statement does not assume violence will take place but assesses that risks are now very high.

Interviews conducted by activists with members of armed gangs and political parties have revealed significant distributions of weapons and advanced preparations for violence. Some preparations are precautionary - anticipating attacks from rivals - but the potential for this to spiral out of control is significant. The most at risk areas appear to be the 'uplands' between Warri and the state capital Asaba but threats appear to exist state-wide.

To prevent a tense situation escalating it is vital that security services reinforce their presence and demonstrate politically neutral conduct at all times. Should this not occur there is a risk of both serious violence and ethnic fractures which would immediately threaten both communities and oil production.

Political leaders have a vital role in persuading their followers to show restraint. They should also be aware that their credibility at a national level will be seriously affected if they are associated in any way with ethnic and political violence in this vital part of Nigeria.

The Police Services Commission and INEC appointed election monitors will have a critical role in assuring communities that their right to vote without hindrance and their safety can be secured.

Civil society and media groups are urged to throw a spotlight on Delta state and to support efforts by INEC and government to deliver credible elections to communities that have been repeatedly disenfranchised.
