BETWEEN now and the next general elections, Nigeria may have one of the best electoral umpire in the world. This is the major legacy that the Chairman of the Independent National Electoral (INEC), Prof. Attahiru Jega, hopes to bequeath to Nigeria before he takes a bow from office.
To realise this vision, Jega has hinted of moves to restructure the electoral agency.
